What is this Grove Community District?
It is a special purpose local government created by a special act of the Florida Legislature. its single but multi-faceted special purpose is to manage the acquisition, construction, operation, maintenance and financing of infrastructure improvements, systems, facilities and related services to the land within its jurisdictional boundaries. Such infrastructure systems, facilities and services the District can provide to benefit your community and your property include but are not limited to roadways, storm water management systems, wetland management and mitigation, water and wastewater utilities, public parking facilities, parks and recreation, amenities, landscaping, entry features and public facilities to name a few. Your District has the power to negotiate and implement agreements with private and government entities to undertake specialized projects in order to provide innovative special benefits to your community and your property.
How does the district affect residents?
It provides focused, pinpointed and long term management that produces sustained quality infrastructure that enhances the intrinsic value of your property and that supports and enables the development of your community of your community. Last a land owner you can elect and receive notice and can attend meetings of the members of your District’s Board of Supervisors. The infrastructure construction and maintenance may be funded by user fees and charges or by non-advalorem special assessments which your Board may asesss, impose and levy on your property. Such special assessments are first liens on your property but they are not value based taxes. Instead, they pay for the special benefits received by and apportioned peculiar to your property. They may be collected and enforced by the District using foreclosure or by the Tax Collector using the uniform tax certificate procedure which does not use foreclosure.
Who governs your Grove Community District?
The governing board is your Board of Supervisors each initially elected by land owners (one a one-acre-one-vote franchise) and then, pursuant to FS Chapter 189, on a one-person-one-vote franchise as qualified electors move into your community. A qualified elector is a registered voter who is at least eighteen years of age, a resident of the district and the state and a citizen of the United States.
Who manages your Grove Community District?
The Board of Supervisors appoints the District manager who has charge and supervision of lthe works of the District. The works of the District include the acquisition, construction, operation, maintenance and financing of the District infrastructure improvements, systems, facilities and services and any related equipment owned by the District which the Manager is charged to preserve and to maintain.The Manager shall perform other duties prescribed by the Board.
What am I paying for in my annual assessment?
The annual assessment is comprised of two components: the debt service component and the administration and maintenance component. The debt service component is the larger amount and goes towards paying of the bonds. The administration and maintenance component funds the ongoing management if the works duties including operations and maintenance.
